The Ubers Tier (and consequently what should be allowed OU)

I feel like many servers have unjustly banned plenty of pokemon who are potentially reasonable in the OU tier. Thus the pokemon that should be uber are as follows: Mewtwo, Kyorge, Groudon, Rayquaza, Deoxys-A, Arceus, Dialga, Palkia, Darkrai, Zekrom, and Reshiram. Essentially this is suggesting Lugia, Ho-oh, Manaphy, and Shaymin-S all get a 2nd chance at being functioning members of the OU tier until they prove to be over centralizing or out-right broken. We should allow them to carry on for about a month then have a discussion and a vote on them and repeat this process until our tiers are as balanced and fun as they can be.
